A judge told the Internal Revenue Service that he intends to rule that tax collectors were too restrictive while looking for companies to run the first phase of the agency’s new debt collection program.


Judge Robert H. Hodges Jr. of the U.S. Court of Federal Claims filed an order this week to alert the IRS that he intended to block the bidding process. The order came in a case filed by Universal Fidelity, a Texas debt collection company excluded from the bidding process.


The IRS won authority last fall to hire private debt collection companies to track down old tax debts.
