CHESAPEAKE, Va. -- Spring Oaks Capital, LLC has hired Paul Hurlocker as Chief Technology Officer. Paul will be based in Richmond, Virginia, and report to President & CEO Tim Stapleford.
Paul joins from Capital One where he served as the Vice President of the Center for Machine Learning, an in-house consultancy and center of excellence for machine learning product delivery, innovation, education, research and development, and partnership across the business. Paul joined Capital One through the acquisition of Notch, a machine learning consulting firm that Paul founded in 2014. Prior to founding Notch and serving as its Chief Executive Officer until its 2018 acquisition by Capital One, Paul served in senior software development roles at Red Hat, Affinion, Plan- G, and other leading technology firms. Paul received his Master’s in Data Science from Northwestern University.
Spring Oaks Capital was created as a technology-first platform whose principals believe deeply in the power of machine learning and artificial intelligence to drive performance and improve consumers’ lives. After a significant minority investment in 2020, Spring Oaks Capital has continued to further its development of proprietary, industry-leading technology solutions. Paul will be instrumental in furthering these efforts as he leads the Company’s technology strategy into the future.
Tim Stapleford noted, “As a Company founded on the belief that technology, machine learning, and artificial intelligence can drive transformational change for our business and industry, identifying the right person to lead our technology function was critical. After an extensive search led by Russell Reynolds Associates, Paul Hurlocker established himself as the clear choice for CTO. With more than 20 years of software development experience at the most senior levels of financial services, we could not be more pleased to be joining forces with Paul at this critical juncture for our Company. Paul’s broad experience as an entrepreneur, in addition to serving as a senior executive within large financial services organizations, will be a tremendous asset for our team. We are very excited to partner with Paul in building the premier fintech platform in the consumer finance sector.”
Paul stated “The opportunity to join a technology-focused firm like Spring Oaks is truly exciting. After a successful tenure at Capital One, I was eager to join a team that recognizes the value of technology to drive performance in financial services, while also improving the lives of consumers and the community. Throughout my discussions with the Spring Oaks team, I have found that our visions are truly aligned. I am ecstatic to see what we will accomplish together.”
Paul joins a rapidly expanding executive team at Spring Oaks. Earlier this month, Kevin Phelan joined as Chief Financial Officer from a senior investment banking role, and Keith Walch joined as Chief Acquisitions Officer from Prosper Marketplace after a career at global financial institutions. Spring Oaks will have key personnel additions to announce in the near future as Paul adds technology talent to his team, building the premier technology and machine learning platform in the industry.
